Raising the standard for marine fuel operations

The Bunkering Services Initiative (BSI) is a collaborative industry programme established to improve accountability, visibility and operational efficiency across marine fuel supply chains.

Developed by a group of leading marine fuel buyers and suppliers, including TFG Marine as a founding participant, the BSI combines independent assurance, digital technologies and industry best practice to deliver greater confidence in fuel quantity and quality throughout the bunkering process.

The initiative was launched in the Amsterdam, Rotterdam and Antwerp (ARA) region, Europe’s largest and most globally significant marine fuel hub, and is open to participation from any company active in the bunkering market.

Why the initiative matters

Challenge

Issues with quantity and fuel quality in the traditional bunkering market are masked by manual quantity measurements, improperly used mass flow meters, disparate sampling procedures and a lack of fuel quality traceability. This lack of transparency can be exploited for improper financial gain and engenders mistrust between industry participants.

Solution

Enforceable operating standards, automated quantity measurements, mass balance audit records, real-time operational data, fuel quality testing throughout the supply chain, and immutable digital records secured by blockchain.

Result

Bunkering backed by data. Suppliers compete on a level playing field. Buyers save money. Transactions built on trust.

The BSI aims to:

  • Improve visibility and traceability throughout the bunkering process
  • Enhance confidence in fuel quantity and quality measurements
  • Ensure independent verification and assurance
  • Increase operational efficiency through digital workflows and automation
  • Promote consistent standards across participating companies
  • Enable stronger collaboration between buyers and suppliers
  • Support fair competition and a level playing field for all market participants

How it works

The BSI combines certified technology, independent auditing and industry collaboration to create a more accountable and efficient bunkering process.

Participating bunker barges are equipped with certified mass flow meters (MFMs) and integrated digital reporting systems that enable the capture and sharing of operational data in real time.

Independent assurance is provided through regular audits and inspections to verify compliance with the BSI’s standards and operating procedures.

Fuel testing data is also incorporated into the system, giving participants enhanced visibility into fuel quality from storage through to final delivery.

Together, these measures create a verifiable chain of information that improves confidence and accountability for all parties involved.

Benefits to suppliers

Fair value

Without price distortions from variances in quantity and quality, suppliers can transact at fair market value.

Efficiency through digitisation

BSI uses ADP Clear to streamline documentation, data capture and operational scheduling.

Gold standard

Suppliers in the BSI must meet the highest operating standards, pass surprise barge audits conducted by Lloyd’s Register, and benchmark their performance against their BSI peers.

Benefits to buyers

Trust through transparency

BSI suppliers adhere to a strict set of standards, and buyers have real-time insight into their operations.

Independent verification

Lloyd’s Register audits barge compliance, ADP Clear technology enables data-driven procurement decisions, and leading laboratories provide multiple quality results per parcel of fuel.

Save money and time

Quantity certainty and fuel quality assurance enable buyers to lower their total cost of procurement. Avoided disputes and claims reduce risk and lost time.

Industry collaboration

The BSI is based on the close cooperation between marine fuel buyers, suppliers, technology providers and independent assurance specialists.

Founding participants include leading companies from across the maritime and energy sectors, such as bp Marine, Cargill, Frontline, Hafnia, Hapag-Lloyd, Mercuria, Minerva Bunkering, Oldendorff, Trafigura, TFG Marine, Unifeeder and Vitol.

The BSI is supported by independent auditing and assurance services provided by Lloyd’s Register and digital infrastructure supplied by ADP Clear.

Looking ahead

The BSI represents an important step forward in the ongoing modernisation of marine fuel operations. Having launched in the ARA region with a founding group of leading buyers and suppliers, the initiative is focused on expanding participation, deepening its data and benchmarking capabilities, and making the case for adoption across other major bunkering hubs.

The goal is to establish a set of best practices and standards that are recognised and adopted across the wider industry.

Get involved

The BSI is open to marine fuel buyers, suppliers and other stakeholders committed to higher standards of accountability and operational excellence in bunkering. Whether you are a buyer seeking greater confidence in procurement or a supplier looking to differentiate on quality and service, the BSI provides the framework and the partners to make that possible.
